The new Miss District of Columbia USA 2011 is Heather Swann. She was crowned November 28th at the JW Marriott Hotel, 1331 Pennsylvania Ave., New York. Heather Swann is 22 year old and she will represent District of Columbia in Miss USA 2011 Pageant to be held in May 2011.
